a few days ago my friend went to the Foothill transit store
in Claremont (California) we wanted to add money to
our Metrocard (its like a prepaid debit card
and we wanted to pay using dollar coins
the clerk there he couldn't accept dollars coin since they
were illegal to use in the city..

I'm a cashier myself and I'm thinking since there's no place
to place in the cash drawer (same with those $2.00 bills)
he just didn't want to fuss with them and made up a story
saying they were illegal to use..

They have to be legal everywhere in the US. States and cities don't have the right to say that a certain coin or bill is illegal to use in the city. It is possible though that they only accept bills and the city doesn't accept any coins, which is still not technically legal.

All money is legal tender throughout the country. A city cannot make certain parts illegal.

They can't be illegal but maybe the city doesn't accept them as payments.
