He tends to bite his lower lip until it bleeds when he gets mad, angry, irritated, pissed off, annoyed, and whatnot!

Sounds like some sort of compulsive behavior that he cannot control. See a doctor.

It is not your job to get him to stop anything. You are just his bossy and annoying sister. Let him work it out himself or maybe parents can help. It is not your job to make him what you want. Trust me you were just as annoying when you were a kid.

Actually it's been found that any type of response only reinforces behaviour.
Just ignore him (it is hard I know), and after a while he will stop it without noticing it.

Just ignore im. He'll stop. I'm sure he won't bite it off or anything. Once he know's it doesn't upset you he'll stop. It's hard to ignore I know but you have to.

does he do other things to harm himself?? dont worry if it annoys you, worry about if he has psych problems. i have family members that have, shall we say ticks? one will pick at herself thinking there is a bug or something and actually cause open sores. to the point that even on 100 degree days she wears long sleaves to cover the scars. there is another who will click nails together incessantly for hours... another still who has pulled all of her hair out.. eyebrows too... its not easy to see, but i know when they need someone to talk to and not someone who will judge just because it annoys the heck out of me....

Its just the way he deals with stress. You can't get rid of bad habits you just replace it with another bad habit

well expllain how it makes him look and tyour family, go from there, use a rubber band on his wrist, every time he gets upset tell him to flip the rubber band if he bites his lip..something like that, i dont know

I don't know how old is your brother...put an ointment that won't do anything to his skin but taste bad...............also, any cold cream taste bad....try it Good Luck!.
