In a Word document, click Insert, Picture. Then, select clipart or from file. If you want to use a graphic or picture you have, you have to tell the computer where to find the picture. Select it, click Insert.

Once you have inserted the picture or graphic, right-click on it to get either the Picture Toolbar or a choice to "format object or picture." On the Picture Toolbar, click the "text wrapping" button. "In front of text" may work, or try tight.

Open the file in which you want to insert the picture. Click File, Save AS and give it a name like temp or practice. Do your thing here until you get what you want, then go do it in your original document. You can also click the Help button in Word, and in the question box, type "insert picture." Good information here.
