The LED on motherboard glows green indicate that the DC part of the supply from the Powers supply is Ok. The same is the case of the CPU fan. If it runs sometimes and doesnt the rest of the time, there may be a loose connection to the power supply or at the source of power. Also do check the internal connections from Power supply to the motherboard and other devices. Do also check the Ram and display card if any. If u are not sure how to do , call the person who assembled ur PC or a service technician or a good friend who knows abt hardware and other stuff..

Caution; if the computer was assembled for you and is under warrany do as some of the others suggested. Do not open it, just take is bask to the person who assembled it.
Check all the internal connections to the motherboard.
Make sure the computer is off with the power cord removed
Make sure you have yourself grounded tothe frame (chasis) of the computer when checking the connections
The on/off switch connection may be loose. Unplug it and plug it back into exactly the same place.
You could have a defective on/off switch - rare but does happen.

if it is under warranty take it back where you got it from. otherwise if you are comfortable doing so check all connections on the motherboard including ram, video card,power supply, network card, modem, sound card...any and all connections inside and out. make sure they are all tightly connected and none are loose. if they are all fine then it may be a faulty switch or power supply.

Call the company for warranty. It looks is the "Power Supply". It's an important part, but its cheap (less than $50).

give the company a shout. Unless you want to pay for it yourself, it should still be in warrenty. Make sure all the cables are tight and such.
