So yes he is smart but not everyone makes the best choices.

I had two parents in government. After listening to their stories, and then hearing the public ideas about the things they shared with me, I often thought it was silly how the public was so utterly confused about things.
I liken it to a bunch of kibbitzers in the park complaining about how stupid a couple of players are for not jumping their men properly, not kinging their pieces correctly, not moving them diagonally like they should.
And the two players shake their heads and keep playing...

He has to be -- nobody could get away with breaking that may federal laws on a regular basis and be stupid....

he is definitely more intelligent than clinton (either one) but does not have the PT Barnumesque stage presence and personality.
