I would recomend Clean fill dirt. You can often just place some noticable advertisment near by about needing Free Clean Fill Dirt and some people drop it off.

your question is too broad..."dirt" can be added if you want to raise the land..."sand" will fill but washes away easily...if you building a house or building and you need good foundation support since the soil sucks i would suggest a mixture of sand and dirt...

How about dirt mixed with sand. It would give you a nice loamy well drained soil that just about any plant or grass would love.
