Not an area of expertise of mine, but I understand there are lot of child model agencies on the internet and lots of similar types of pictures. Key point here is the child is clearly modelling and not involved in any sexual activity. I would certainly question the need for a 13 yr old to pose that way, but do know that some girls are very keen to model and to be in that industry and its an industry that like to start them young I am afraid.
