"would it have helped in this case" --- means there is a particular fact patter that you are being asked to analyze.

And the "Discuss." ending is a dead-giveaway for a homework assignment.

The point of the assignment is to get you to think about the issues involved with background checks -- which reveal criminal conduct and/or financial credit issues......

That information allows the franchiser to solve some problems, and to make an informed choice. But, would it have mattered in your current situation. The rest is left as an exercise for the student.
