B & C took place before the start of the Great Depression and D came during the Depression (and as a response to it).

None of the above. The closest answer is A. the stock market crash. However, it was only a crash, and in theory ,capitalism should be able to handle peaks and valleys.
The horrific human sufferring that resulted could have been mitgated by a couple of good government policies.
In hindsight, Hoover accepted the suggestions of the "just do nothing" men in his circle of advisors.
A leader is only as good as the men around him.
Probably the only good that came out of it were the lessons we all learned. Many economic policies were changed, the great economists of the time chewed and digested it all and these lessons are in books that are in the universities and colleges in the country.
