I'm considering ordering one so just wondering. I appreciate it if you're actually knowledgable and have sources, thanks!

Don't ask too many questions what is legal or not. Don't wake up the sleeping dogs.
The main thing is you have to behave responsible.
It's not legal in many countries to sell those high power lasers to the public. It's legal to own one. But you are responsible not to shine it at other persons or cars or aircraft. It's dangerous to hit an eye.
You can easily get such a laser and it's fun to point at the stars at night.
I have such strong lasers myself and I use them in astronomy.
No problem.

It is legal as long as you aren't using it for an ILLEGAL purpose. Case in point, someone in the New York City, New York, United States was arrested and prosecuted for shining his laser at planes flying overhead. However, astronomers use green laser pens on a nightly basis to point out stars to people and no one bothers them.

You're well into Class 3b, where eye damage can result. I'd be more concerned about any laws pertaining to exposing the general public to the beam once you have it. You'll be responsible for not breaking a hundred laws you've never heard of once you start using it. I'd suggest getting some appropriate laser goggles. Google ANSI Z136.1-2000 to tap into some on-line safety training from various places too.
