"you do not have the authority to dowload this software, only an administrator can authorize dowload"

It is 1 of 2 laptops I have rented out from a local college, but the other one dowloads stuff without any errors. Why does this one do that?

You do not have administrator rights on that computer.

Do both computers have window 2000, XP or Vista installed on them? Any ony of these operationg systems, if setup with NTFS on it's hard drive, can have limited accounts which will prevent you from installing most applications.

The computer that you are receiving these errors on will have to be taken back to the college and their IT department will have to download and install the application or give you administrative rights.

Ok. if you don't have administrative right then you can try this way.
Just Press F8 repeatedly when computer is started and when it displays in Dos mode choose Safe mode and press enter. and when you windows reach on log on mode choose Admin one (most people do not put admin PW because they get real proble incase if they forget their PW so) and now you can download everything else.
