A non sag actor Can be represented by a SAG agency, you don't have to join the union right away.

A SAG agency can and does submit non union actors on non union jobs.

Once they get you booked on two SAG jobs you can then join the union.

The first answer is wrong, the second is right. The answer is NO. A franchised agency follows the SAG rules and meets quality standards set by SAG.. You want a franchised agent.
You can get one if you are a good enough actor and if you have a look that is what they are wanting. So you will need a head shot, resume, audition monologue and a little advice to get an agent. If you have more questions, ask me at kencosp@aol.com I advise young actors at no charge.

bkspeck is correct.

You want a franchised agent. They represent both union and non-union actors.
