The post office keeps mail that they don't know what to do with. If it doesn't make it's final destination, chances are no one will see it again. However, you can call the post office it was mailed from, and see if they have it. I've done that before for a government agency. We didn't find what we were looking for (and it had a return address), but we found several things that we weren't looking for.

The return address is really only needed if there is a problem with delivering the letter to the recipient. If you addressed the letter wrong, you will never see it again (it will be shredded by the post office at some future date).

If you also did not put the postage on, they will bill the recipient for the postage due. I have had to pay when they allowed an under-posted letter through the mail (I think it was $.04).

Good Luck (and be on the safe side and put a return address on your letters; even just the address!)

They will probably send it through and collect the postage at the other end.
I mailed a letter to France last year to my cousin. I put a regular stamp on it by mistake and put it in the mail box. She had to pay at her end.
