Why, are you planning to get hit by lightning? Wet clothing would make a terrible steam if lightning hit you and imagine how that would smart. I wouldn't want to get struck either way. LOL

You'll have a very bad day in either event. The electricity will blow hole out the bottom of your feet and possibly the top of the head. If you live, you will likely have a lifetime of heart problems and likely to suffer almost immediate cataracts. The jolt can be so bad as to make parts of you explode. Others had it right about wet steaming you and dry burning you but the shock will probably kill you if it is a direct hit.

It just doesn't matter to be honest. but since we are talking theory here, I would say the dry clothes. The wet clothes will have less resistance and therefore you would have more surface area on your body that would absorb the current and transmit that to the ground.
