Do you mean "a lawyer"? Yes, he is admitted to at least the Texas and DC bars.

"Legal" is an adjective, not a noun, and means something that is in conformance with the law. Used as a noun, it could only mean someone who has not broken any laws -- and absent a conviction, Gonzales is still presumed innocent (in the eyes of the law).

The Bush Administration is the picture of competence. I'm sure they would have checked on whether he was here legally or not. If they find out he is not here legally, he can probably claim Executive Privilege to deny it.
