Surf is fine for a blastoise.Hydro Pump doesn't need a recharge, Hydro Cannon needs!!(Power 150)So,Surf,Crunch,Hydro Cannon or Hydro Pump and Leer(I am kidding)Brine.

surf and brine are 2 good water moves, hydro pump is good except u have to recharge the next turn...something like crunch is always good to have too
