If you can get into Purchase College's acting program it would be great. Purchase is a part of SUNY, but you are going to have to be good. The program accepts only a limited number of freshmen each year and is one of ther very few college acting programs worth attending.. CUNY is not so hot for acting. Yale Drama School and Julliard are two others that have some clout with agents and casting directors, there are a few others across the country, but most colleges are a waste of time if you want to be an actor. I cover this in my book, The Tao of Acting, Mentoring for the Aspiring Actor, and I offer free advice at kencosp@aol.com

first find a college that offers acting classes its not that hard to find them . then you work your way from there. you say you have a scholarship then go to those colleges you said you know and ask a counselor if they have those courses and if they dont then ask them if they can refer you to college that does.
