You have to keep plugging away. Write, read, take advice and find good reliable sources of literary agents or publishers like the writer's market that is published every year or jeff herman's similar guide..

I'll be straight--I did all of that and my first book is being published by a publisher who was referred to me by an author friend of mine. So network. Find author chats like absoutewrite.com and literarymarketplace.com.
