That's the pine tar used to help batters grip the bat. Not just the Angels players do it. A lot of batters will grab their helmets between pitches if they need a better grip on the bat. Craig Biggio of the 'Stros has one of the dirtiest helmets in baseball.

It is pine tar. There is a cloth in the on deck circle that the batters use to put on the bat and hands. If you do remember George Brett lost a homer run because he had the pine tar too much pass the legal limit.

It's pine tar. Its gets on their hands and when, or if, they adjust their helmets while at the plate it gets on the batting helmet.
