I do not think so. My own life experiences taught me that we also need to consider that the means we use to achieve an end, can hurt people, can do harm in several aspects.
I believe that it is important to consider the effects, which our deeds and thoughts and decisions have on other people and the environment at every new step we take and not only have our end in mind.

Some of the big break-throughs in medical science have come about because the rules have been relaxed : penicillin was developed during WW2 to name just one. So although WW2 had a huge death list, how many more people have lived with the introduction of penicillin?

you could argue GENERALLY that the end justifies the means, i suppose, but there are too many specific examples that show otherwise. maybe if the means are the least evil possible to reach any particular end, then they are justifiable..
