I don't know if this might be what you are looking for but I have always liked the name Savana and I think it rimes a little with Victoria and it's not so similar that they could be picked on in school for having riming names you know how kids are lol if you want just let me know what you think and I will keep thinking of names for you. Okay, when you say "match" the name Victoria, do you mean rhyme? Or, do you just want it to begin with the letter "V"?
IMO, you need to rethink this. First, you are really restricting your choices. Also, your girls are going to be individuals, and should have individual names.
How about "Mia"?

This is a hard one !!
The only one I found that was half way cute was Valoria. But that is real close to Victoria...Just a thought but maybe try royal meanings?
Elisabeth ect... Just read that Queen Victoria's middle name was Regina ???
