Are you asking in the position of seeing a child locked out? As in the neighbor? If that is the question and the child is a minor, the officials should be called. That is child abuse.
Otherwise, no there is no law against the parents locking a child out. Why would you call against the child?

I think the law being broken would be the parent locking the child out of the house unless the child is 18 or older.
Wouldn't that be abandonment or abuse?
If the child was locked out by accident and the parent is calling for help (if they are not home), the police would probably try to help.

No idea what you are asking. Why would a parent call the cops if a child got locked out? Seems like they would open the house for the child.

If your child is a minor, you will be fined for child endangerment instead of your child being punished.

uhhhhh............ you can call the police for any reason you want. You just might get fined if they think you are wasting your time.
