Well he most likely is.
Teddy in the epilogue is already graduated. Victoire is probably in her last year or 2nd to last year of Hogwarts. If hes seeing her off by "snogging" her, then they've most likely been dating for a bit.
It would seem awkward to start snogging someone you weren't dating before or anything.

Well, the verb "to snog" means to kiss and cuddle, especially for a long time--and Teddy was said to be "snogging" Victoire. I'd say that, if they aren't dating, they're certainly just more than casual friends--maybe Teddy wants to take it to the next level!

They are dating. I know this because they were snogging, Teddy came to see her off, and Lily thinks it would be great if they got married.

No ! Teddy is not dating Victoire... Little stuffed bears do not date. But they would both be hurt if they knew you failed to capitalize their names.
