Plums are typically hardy to -15 F. That's a zone 5a/b.

Plums tend to be productive after 5 years, with their peak at about 10 years and a productive life to about 18 years.

If the age of the tree is between 5-18 years and you don't get too cold in the winter time, it could be a pollination issue.
