A few months back I found land for $10,000 in Spring Texas on e-bay, but did not have the savings back then and have had no luck finding similar values so far.

I am just looking for a basic .5 acre-or-larger lot to invest in (and later build a home on).
Are there any online sites, real-estate, auction, or otherwise that would sell land in that price range (that wouldn't be more than 30 miles outside the city), for a clear title?

It may be possible, since you found it before. But I wonder what the cost be if the land had street frontage, available water to tap into and a sewer system. My guess is that it would certainly cost a great deal more.

one half acre for only $15,000??

Dude ... you have to have been smoking something illegal there. I recall buying one fourth acre without city water or sewer [roads, power and telephone only] in Detroit's far suburbs [maybe only 30 miles out] in the late 1960s for $7,000.
