I had the battery, stater, regulator, and wiring harness replaced. SUPRISE,...the battery is still not charging. Have I (or my mechanic) missed something?

There's one component you didn't mention - alternator case (rotor)

I had a 91 with the same problem. I changed all the stuff you mentioned. Took a lot of money and time to straighten that one out. After replacing everything you did I found the connector from the stator to the main harness was corroded causing a two of the 3 stator windings to be out of the circuit. A quick check of your charging system on that bike is to put a volt meter on the battery terminals and rev the bike to 5K rpm. The voltage should rise to 14+ volts.

make sure you have a good battery then have the rotor checked out.
