Do these types of mothers give their babies up easily? Even if they are a paycheck?
I want this little boy to come home with me and my husband and we adopt him hypothetically.

It's technically illegal what you're proposing. Is she a good mother though? Would CPS label her a bad mother? If not, I think you have no case. Report it and see what happens.
Edit: Are you implying that someone who has 5 kids is a 'breeder'? That is very rude and totally unnecessary. 'Mack' may have chosen to have 5 kids because she genuinely loves children and WANTS that many. I personally would love to have a large family, but it has nothing to do with 'breeding' for a welfare check (since I'm unable to have my own children anyways).

Do you really know the woman, dehumanizing her by calling her a breeder and stereotyping her as "these types of mothers" is very concerning. What type of background did she come from, does she have emotional problems did she have the opportunities to purse education? You do not sound like person with empathy and genuine concern for others.

I think the welfare check would be more important to her. Why would she give up wic, welfare and whatever those people get and think they deserve it. If she did that she might have to get out and work like the rest of use who pay the taxes so she can sit on her butt.
