Liriope is an excellent choice, as someone has already mentioned. Ivy would work too, but would need some occasional pruning to keep if from creeping up the tree.

I have two 100 year old silver maples and I have never seen a tree absorb so much water out of the ground as these two!
If the area beneath is in deep shade, I have a great success with periwinkle, sometimes called vinca minor. This is a variety of low water vinca that is quite hardy. If the area gets a great deal of sunlight, low water or xeriscape plants will also do quite well. Beneath the silver maple adjacent my parkway, I have Snow in Summer, mixed with ice plants, woolly thyme, and firewitch dianthus.

Vinca prefers a sunny area, Hon. You need a shade plant that doesn't require too much water, since silver maples have EXTREMELY dense roots systems that want to "steal" it all!
My sister has the biggest silver maple I've ever seen, and she grows the perennial groundcover pachysandra beneath hers (which works well.) Don't use hosta; they require more water than that maple will give up.
I've been able to grow pulmonaria (lungwort) beneath a fairly large silver, and it's thriving, probably due to its shallow roots system. It's a shade perennial that gets lovely blue flowers in spring, with attractive spotted foliage all summer. Another option is lamium, which is a shade groundcover with beautiful silvery foliage and small pink or white flowers. It's a great spreader, too.

Vincas like full sun. Beings your tree most likely provides mostly shade I would try Perennials that don't require a lot of sun. Keep in mind that you will have to water these on a regular basis because your Maple will starve the area of water. Maybe try mulching around it, it will hold some surface moisture to aide your plants from not wilting. Good Luck!
