Roll up a towel and put it under the base so the seat reclines more.

The car seat should be reclined enough that the head does not flop forward. You don't necessarily need the base on most models of car seats. In our instruction manual it says that in some cars the seat may fit better without the base. I know our Chicco infant carrier could be used without the base with a regular seat belt. Your absolutely right to be concerned about the head flopping forward. It is especially not safe for you child if you were to get into a car accident. Read your instruction manual. It should have instructions on how to install the seat without the base properly. You should still be using the infant head rest unless you have a large newborn. There are also safety sites where you bring your car to the dealer or the municipal building and a trained expert will inspect you seat for free and make changes where necessary. Do you know those noodle things you use in the pool? cut one in half.. first put a towel under where the carseat will be then place the noodle on the seat all the way touching the backseat... then place the base down on the seat & noodle & buckle it.. the noodle reclines the seat just enough to prevent the head from flopping.. but every once in awhile your babie's head is going to flop anyways.. all new moms have this problem.. you just have to keep an eye & if it flops over just sit him or her back up again.. but the noodle should help it from happening very often.. & remember that your baby will be holding it's head up on it's own before too long so this is the first of many challenges but this too will pass.. good luck.. & we also we use the noodles at my hospital for every new mom when we install their careseat.. hope this helps!

well in the seat especially if you have leather seats the carseat without the base can slip out.. the best thing that I found to work so that my babies head didn't flop was one of those things that went around his head to keep it up , plus I lowered the base so it didn't sit up quite so high, & if all else fails have someone ride in the back for a few weeks until your baby starts to keep his head up on his own.. You would rather go through the trouble, then to be in an accident & regret if the seat slipped out & the baby got hurt or killed

Maybe someone else can help you with the actual law but you need to watch the little ball on the side needs to be within the safe range. There are ways to adjust the carseat base safely while keeping the ball in range. If his head is flopping forward, the seat cannot possibly be right.

I remember having this problem. What we tried doing is rolling up some towels and sticking it under the base against the seat of the car, it leveled out the base a bit.
If you cannot do this successfully, your best bet is to have someone install the infant car seat into the car for you to ensure that it's fitted properly. Remember, the baby must face backward.
You can go to your local police station for help with installing the car seat. I did this a couple of times to make sure that my kids' car seats were safely put in. :)

The car seat should have instructions for installing it in the car without the base. They sell a special pad to hold the baby's head, or you can roll up a towel or blanket, and tuck it around, so his head won't flop around.

Read the seat instructions, most seat have a way of reclining it, making it better for the baby and more comfortable. Both the type of seats I've used have had that option, I used a Graco and currently a Combi, I was able to tilt the Graco and am able to tilt the Combi. Try it out.

Probably. That stuff isn't supposed to be modified. Maybe it could recline more so he doesn't have his head flop. Maybe a new, correctly-sized car seat is needed. Maybe someone at your school will help. . . .

The carseat is to be facing backwards. in the back seat. Plus there are head rest made for babies so their heads don'e flop around.
