Depends on how active you are.
I was using my stroller withing 7 days of coming home, although I switched to a sling shortly after realizing what a pain in the **** it is.

I would get a travel system. It is very convenient to take them out of the car and put them right on the stroller. Then you can use the stroller when they to heavy for the carrier car seat. Wait until they have the strength to sit up well when asleep before you use an umbrella stroller, about 1 year to 18 months.

It depends on how much you go out, but I do recommend getting the travel system, I was out with both my children within a few weeks.
Word of advise, if getting the travel system, get one that brings a smaller stroller, the big ones tend to become a hassle after the baby does not use the infant seat anymore. Those strollers are too bulky, heavy, and take up a lot of space, not mention that if you go shopping they don't fit easily in most isles.
If you don't want to get the stroller now, you always get just the frame in which the car seat will fit. I'll attach a link for a website so that you can see what I'm talking about. I got one of those with my second baby, and it's super easy to travel with, it's small, very light, I love it. I had a big bulky stroller with my first baby, and I hated the thing so much, I only used it for a few months, and ended up buying a smaller stroller.

Walks are a great way to escape the house, especially when it is nice outside. We used our stroller right away. You don't have to buy a travel system if you don't want. You do have to make sure that the stroller is suitable for infants though. They have car seats that are compatible with the stroller frame for really cheap. It acts a stroller, is light weight and even has a basket underneathe. There a few different frames that work with most infant carriers. Then when your child outgrows the infant car seat, you can buy a cheap, light weight compactable stroller. I wish I had done that. I loved our travel system, but our daughter was so big she outgrew after five months.

I am getting the travel system, you never know when you will need the stroller and its better to have it on hand, then not to have one, thats my opinion anyways. Hope it helps a lil

I highly enjoyed my travel system when my baby fist arrived (she's 2 months now). Its much easier to take them in and out of the house with out waking them up! The only draw back could be if you're baby gets really big really fast like mine did. She's already outgrown the carseat and after they get to be about 15 pounds that car seat can get heavy!
