Some places never change time like Arizona and Hawaii in the U.S. Places in the Southern Hemisphere change the opposite direction. So when the time changes you get two hours further or closer to Brazil.
Not all countries change on the same day, but most change at 0200 local time. The four Australian time zones all change at the same hour.

Two events can occur:
1. A country (or part of it) does not use daylight saving (summer time). In this case your time will be one hour more or less different than it is on standard time. As an example, the state of Arizona inthe U.S. is on standard time year-round. The time difference w/ the UK is 8 hours when UK is on standard, but 9 hours on daylight. If the country staying on standard were east of you (but not across the dateline), the difference would be one hour less when UK goes daylight.
2. Some countries change the clocks on a different date from the UK. Then the time differences described above are temporary until both times are on the same basis (standard or daylight).

Europe changes at the same time that we do. Other countries will have their own schemes or none at all.

The key thing to remember is that UTC does not go forwards or backwards. All time schemes in the World are based on Universal Coordinated Time which used to be known as GMT.
