There is no FIFA tournament in 08 as far as I know. There is the Euro 08 in Europe supported by UEFA (European body for football (soccer). I don't know if their something going on in the Americas or Asia then....
Euro Cup 08 is in Austria and Switzerland. You can go to either uefa.com or other news sites for more info...

HAHA excuse me.... didn't know you're referring to the video game...
