He should but he won't. In that 25% of people who still support Bush and Chenny, are huge pools of money and power.
Bush and Chenny have absolutely no regard for the popular opinion. It is the opinions of those with the money that influence thier decisions.

I would love it if W. resigned or was impeached, but I don't think it will happen. Nixon was forced to resign after he was impeached; I don't think that the Dems have the stomach for an impeachment trial now. The poor performance of the Bush administration keeps the Dems looking good in comparison, and it gives them another scandal to promote every week. Now, it is the Gonzales scandal and the refusal of Bush advisers to testify before Congress.

If Bush cared about the country at all he would. Nixon did the right thing and he did what was best for America in stepping down. Bush cares only about his personal power and wealth. He has no concern for the nation or its people.

Bush should resign immediately, but not because his ratings are low. He simply does not possess the ability to function as our chief executive, and he's taking up space where we need a competent administrator. In other words, Bush should resign because he has failed. It's to the credit of the American people that they have finally noticed this, but that is secondary to the fact of complete, disgraceful, miserable failure.

Bush will resign if and only if 67 senators are lined up to convict him should he be impeached. The Democrats plus Sanders and Lieberman total only 51.
Polls don't mean a thing.

His approval can go to zero. The approval rating of Congress is only 14%. In one poll, the approval rating of Congress on the amnesty immigration reform bill was 3%!!!!!!!!!!!!!!!

I feel that someone with a conscience would realize they are not serving the good of the American people and resign... which means he won't.
Perhaps he feels he's doing the American people a tremendous service by saving us from Dick Cheney??

As Walter Lippman once said, "If we all think alike, someone's not thinking."
Only about 11% of blacks voted for Reagan. Should Reagan (arguably our best President ever) have resigned because a part of the populace did not support him?
This isn't like the parliamentary system in England where they can call for a "no confidence" vote. That is the strength of our American system: Presidents who don't pander for popularity, who act responsibly as statesmen, continue their term in office.
Margaret Thatcher's popularity was often dismally low, but she was one of the greatest Prime Ministers in England's history. Should she have given up trying to modernize England's economy due to low popularity? It might have been stressful at the time to the citizens of England, but her reforms have kept England as a vibrant economy. A lot of people in the '80s thought England was finished as a world power, but she proved them wrong.
Bush is doing a lot of tough jobs that will not get him popularity, but they are good for the United States.
