Place an ad on www.backstage.com or www.actorsaccess.com
There are, but why would you want to do it that way? Usually you place the ad, actor's submit their headshots and resumes to you, you choose who you think would be right for the roles and they come audition for you.
What type of project and what's your location? If you're a college student, some film departments maintain a book of headshots and resumes for people who are willing to do student films but many students advertise on the sites I gave you. They are considered industry standards and the most legitimate way of finding actors for projects.

try placing an ad in the local newspaper like
'looking for actor/actress for a commercial,must be between 20 and 26 email with pictures selected candidates will be notified.
of course it would help if u said what the commercial was focusing on ..but i think this could be a start.

It depends on where you are located. There are some websites such as BostonCasting.com that allow you to search through various actor's head shots and qualifications. Also, if you are in the New England area...you could post the need on NEtheatre411.com.

In a large city, call a casting agency. In a small town, check with the drama department at the college and with your local theater groups. In a REALLY small town, check the high school drama department. When using an underaged actress, make sure a parent is present.

It depends on what city you are in they should have a film office in a bigger city.. Philadelphia film office around me.... There you can submit casting calls... just lookk up a big city near you and film office, then you should be able to find a place to post castings
