when males say that they are 6 inches are they meaning when hard or when soft? my husband has always thought when hard. is he right?

Most males measure when erect. The average penis is 5-6 inches when erect. The penis is hard to get a true measurement because it is always changing size at different times do to arousal, temperature and psychological factors.
