People used to actually glue posters (bills, for example a playbill) advertising various events onto the sides of buildings, bus shelters, around telephone poles, and the walls of contruction sites. "Post No Bills" means "don't paste your posters here".

It means don't stick any posters up. I remember seeing a sign that said 'Bill Stickers will be prosecuted.' Underneath someone had written 'Bill Stickers is innocent!'

As said above, it means that posting of adverts/notices etc (bills) is not allowed.
Another version was "BILL STICKERS WILL BE PROSECUTED". This was often followed by the graffiti response "Bill Stickers is innocent".

Definitely 'the big bad wolf WHO came out of the forest'. To personify the wolf in this way is not only a really English way of writing, but it makes it doubly scary to the reader/listener!

Everybody is being told 'Don't paste/attach/put any bill (papers of advertisements, announcements, or even vandalise) on the wall where you can find that sign.

It means, don't tack up any advertisements. "Bill" is short for handbill. You are thinking of the phrase, "Post no bills."
