I don't want to register it and pay all the associated fees. How often do cops stop owners of scooters if they aren't taking them very far/fast?

You don't seem to be considering the possibility of an accident. It's not just whether you get pulled over, if you get caught because of an accident or something like that, you could get arrested for having an illegal/unregistered/uninsured (if required in your state for motorcycles) motor vehicle.

Is it really worth the risk?

The 50cc scooters are pretty low speed , max is around 35 mph. Your 150cc scooter probably goes to 60 mph, so if you are driving much faster than 35 the police will be suspicious.

it only takes being stopped once. Don't be cheap, pay the fees and stay legal. Also, an unregestered vehicle being operated on the street is illegal, gets you a healthy fine and you can have your scooter impounded, which racks up even more charges.

If you don't mind commiting fraud, it's probably okay. The VIN number probably indicates the engine size, and you can't change that. Good luck to you, though.
