Katie is a beautiful name, I would give it an 6.
Just a note - When choosing a baby's name, I would carefully consider the connection to famous people, like Katie Holmes, who are popular at this given time.
The reason I mention this is from my own experience.
During the early 1970's there was a very popular movie -Love Story. I fell in 'love' with the tragic character whose name was Jennifer.
Apparently everyone else did too.
My daughter grew up with a name that was not unique. There were a dozen Jennnifers in her classes as she was growing up.
So, what I would do is look up the most popular names of this time to make sure that I name my child something more unique.
Sorry, again, I think Katie is a beautiful name and if you are not concerned or if you find this name to not be as popular as I think, then -Go for it!
NOTE: Well, I have to eat my words! I researched and found out this name is not as popular as I thought it would be, although it is still ranked as pretty common. I will leave the above part of my answer as an example of what Might happen. :)

At least a 9. I love the name Katie, and I don't think it's overused at all. I do prefer the birth certificate to say Katherine, and Katie used as a nickname. Here's something to consider when looking at the popularity of names:
Parents are naming babies from a much wider field of choices than they did in previous generations. So even if a name is ranked high on the current popularity scales, it's still not as common as its numerical equivalent in years past. More parents are looking for unique and very uncommon names, and lots of them are just making them up. I personally don't like such "soap-opera" names, but of course what I feel about the names of other peoples' kids doesn't matter. One slightly annoying thing that I've noticed, however, is that some folks will say a name is "too common" if they know more than two people of any age who share it. Come on. I know ONE Katie, who actually goes more often by the name Katherine.
I think it's a wonderful choice - classic, traditional, and cute all in one, WITHOUT being too common.

It a cute name, but it's to overused for my taste so I would have to say 4 maybe 5, but no more than that. If you changed it to something like Kaitlyn that might be better. Then you could use Katie as a nickname. My brother and sister have a cousin named Kaitlyn Christine.
