Fuel tank vent is not opened or is clogged, the fuel line is bad or the primer bulb itself is bad,

It sounds like the Vent on the fuel tank not opened.
As the engine runs it pulls a vacuum on the fuel tank until the engine can no long get fuel. Check the Cap on the tank, it have a Screw to open the vent. If, it a mounted tank the vent a small chrome on the side of the boat, check for Dirt Dabber clog.

you have a venting problem make sure the fuel tank vent is open. some times the vent hose ( if a permanently installed tank ) will have a bow in it, and overflow will create a liquid plug at this low point ( Just like the P trap under your sink )

OR the inner liner of the fuel hose is collapsing this occurs with the use of non alcohol rated fuel line

alot of things will make that happen here we go
clogged main jets in carbs
hole in the diaphram of the fuel pump
a pin hole in the fuel line
a clogged pick-up in gas tank
a defective check valve in the fuel fill line
a defective check valve in the pump ball
if you have a water separator it could be full of smudge and it sucks up to the top and cloggs the fill hole and cuts off fuel to motor
it could even be a head gasket that has developed a slight breach

the fuel tank is not venting. maybe it's the cap or maybe an external vent. friend is full of it.
