I think both would do a good job, but I have to favor Giuliani for a few reasons. First, Giuliani has a record of cutting taxes while Bloomberg raised taxes then lowered them somewhat. Second, both are competent, but Giuliani has a better record when it comes to dealing with harsh situations like fighting crime. Giuliani is a man of action while Bloomberg is a better manager.
I guess the best situation would be for Giuliani to fix the problems and then have Bloomberg take over and manage the nation.
