95 Lumina has fast idle/backfires?

My 95 Chevy Lumina is ideling very fast, and sometimes back fires when you start it. I replaced the Idle air sensor and that did nothing. Has this car got a port for an obd2 sensor, any suggestions HELP !

it is possible that the throttle blade is not returning fully to the stop... yes it should have a scanner connector... check for a major vacuem leak....

1995? = ODB1 under the dash.
