When buying online, what is the difference between products that are pre-owned and refurbished?

Just need to know.

Refurbished implies that a pre-owned item was taken and fixed up. The parts that were worn out or tend to wear out were fixed or replaced.

Pre-owned is used
Refurbished has been returned to the manufacture and fixed.
