I have read that the ascending sign is determined by our time of birth. So, it might be related to the meridians too.

And that leads to many questions. Like, if someone is born 120 degrees East away from the polar circle (ex. in Japan), will he have greater probability to get a scorpio ascending?

The ascendant is based on the lat/long as well as time.
Please know that the ascendant changes a degree for every 15 minutes.

So in answer to your is NO, people born in one country are not more predisposed to having a certain rising sign.

Try the same time/date/hour in several locations, then try different times. Each sign will rise for approx 2 hour (30 degrees) time period in the same location.

The probability of having certain rising signs doesn't coincide with meridians - they coincide with the circles of latitude.

The further north you are, the longer it takes for the ascendant to plough through one sign, the shorter it takes for the opposite sign. Those usually are Virgo, Libra, Scorpio and Sagittarius; the shortest and therefore least common rising sign is Pisces. On the equator, the ascendant goes through the signs quite equally divided - just about 2 hours for each. Across the equator, on the southern hemisphere, it's the other way around; Pisces is the longest and most common rising sign. (you'd think it has something to do with the water...)

When you cross the arctic or antarctic circle, that's when the fun begins - especially when you use a time-based house system like the placidus system, and especially during summer or winter. At that point, risings even go backwards! Really, it's hilarious!
Then again, I doubt any pregnant woman is as brave as to give birth to a child on one of the poles just to feck her child's rising up...

Here's when the fun starts; when the MC joins the rising, the rising hops to the exact same degree, opposite sign, switching poles. This is the closest I could get to the north pole with astro.com. At exactly 2:16 am this morning in Resolute, Canada, if some child was born then, this is what their chart would have looked like;
