...perhaps, you might be talking about master Euro-film maker/director/producer Dario Argento's gory and atmospheric 1998 remake of "Phantom of the Opera"; the cast in that film WAS primarily European, including actress Asia Argento, Dario's most beautiful and sexy daughter.
The Phantom was played with over-the-top macabre relish, by British actor Julian Sands, who portrayed the Phantom quite unconventionally, as the haunting specter WAS creepy, but at the same time, quite strikingly handsome....and with long, stringy blonde hair!!!

...keep a close lookout; I just found out that the IMDB movie trailer, attached to the 1998 "Phantom..." entry, is mistakenly the old 1943 Universal sound version of "Phantom...", starring Claude Rains; I've already sent a note to IMDB, regarding the error, and I will try to attach the REAL trailer, if I can find it...sorry about that!!!

Is it The Devil's Rejects? It's just a guess...I remember seeing a scene in that movie...good movie.
