I want to start a business in the US I am from the UK what are the rules on this?

I dont think the rules for starting a business in the US are different for nationals versus non-nationals. Certainly there are steps you have to take, registrations to be done, but you can find a book or website about that.

You, as an individual, need to have permission to visit and work in the US. That may be tricky since you haven't yet started the company yet.
