As long as your tank doesn't get cold for extended periods of time, you should be able to keep most small tropical fish without a heater. It may not be ideal, but it is done all the time. Corydoras, rasboras, dwarf gouramis, rubbernose plecos, German blue rams would all be nice choices.

You could keep a single paradise fish in a small cold water aquarium. Paradise fish, like bettas, fight a lot, so multiple paradise fish in a tank that small would be a bad idea. Even PFs' of different genders will fight. Also, they're not real friendly to other species, so probably just the PF.
Goldfish like cooler water too, but the fancy kinds require some skill on the part of the aquarist, so you'd be best off with a comet or regular type. Problem is, they get really big - way too big for a 10 gallon tank. And they put out TONS of waste, so even before they got big, they would probably foul the water in a tank that small. You really shouldn't consider keeping goldfish in a tank smaller than 30 gallons.
My advice? Get a good heater. That will increase your options. Cycle the tank first - go to www.aquahobby.com and learn about fishless cycling. While the tank is cycling, research the different fish that are suitable for a new aquarist, and proper stocking for a 10 gallon tank. If you do this properly, you will have a lovely, healthy tank that you will enjoy for a long time.

A school of neon or cardinal tetras would look nice and you will never have to worry about them outgrowing the tank. What makes you think you need a heater? I've kept these fish for many years with out heaters. Is you tank outside or on a porch or something? becase the temp inside the house is ok for them if it's ok for you.

White cloud mountain minnows and hillstream loaches are the only fish i've heard of besides livebearers that do well in low tempuratures.
another option would be goldfish, althought they might outgrow your tank. black moors grow to 4 inches usually and ONE might be OKAY in a 10 gallon but you would need to keep the tank extremely clean because goldfish are very dirty fish.

get a thermometer to find out what temperature your tank is normally at. All fish have different tolerance levels and you might be surprised by the selection that can live in your tank. small fish that can handle the lower end of temps. include : white cloud mountain minnows, cherry barbs, guppies(although they are live bearers) and quite a few of the tetras you like.

the only fish thst don't need a heater are goldfish but i think your tank is too small for goldfish. so you have to buy an heater if you want to keep tropical community. semi-aggressive,and aggressive. so yeah you have to a heater its as important as the filter. i myself own an aquarium and yes you need a heater or you can put small goldfish in your tank.

Hi! I think you could put Flame Tetra in your fish tank they only get 1.5" big. They are just like the name says which is orange/yellow body, they have a bright red skirt hanging on them. Really nice look those up. :] Good luck its fun!
