I've lived in my neighborhood 16 years, and I'm still one of the new kids on the block. We know most of the people around us in all directions for at least 2-3 houses. There's not a lot of spontaneous interaction during the day because everyone works. Evenings are a lot better for meeting people, either by just walking around or through shared activities with the kids. Little League and soccer practices are also good ways to meet your neighbors.
When we moved here, we held a "There Goes The Neighborhood Party" , and invited everyone around us to come over and allow us to introduce ourselves. To help break the ice, we wore name tags, I was D.B. Cooper and my wife was Amelia Earhart. It was actually kind of fun.
We inadvertently invited neighbors who had been feuding with each other for years to our party. We didn't know. They got along fine. Third party neighbors were amazed, and eventually told us what we had done. A lot of times people just need a face saving excuse to change. Don't be afraid to give it to them.

I live in a community of townhomes of about 35 unites. I know the 5 to my right and the 7 to my left. We talk almost every other day and a couple that are elderly I help out with groceries, planting flowers, getting mail etc...for them.
Oh yeah I've lived hear for 3 years and I know three on the other end of the complex.

I dont really know my neighbors too well. I've only been living in my current apartment for 9 months.

Um, about 22 years just about. Yeap, I know them all by name and they are always waving to me and inviting me over for a drink or supper. Of course, its a long walk the road. Nice folks, when my mom died the neighbors brought me over food and stuff. Southerners are like that. :)

my neighbors are all drug dealers. seriously. we've lived next door to them for maybe 5 years. we don't socialize with them, but it's fun to watch them do stupid stuff when intoxicated -- like, try to bungi jump off the deck.
