Dunno if anyone in the U.S does this, but here in the midlands I usually see lads walking up the street like an hard knock while they feel there balls with one hand. my dad said its called the 3 b**lock walk lol. why do they do that?

It's a vulgar display of power and "manhood" intended to make them look tougher and unapproachable. They are generally of a lower class and less educated.
