Games behind is calculated by taking the number of additional wins the first place team has and adding it to the number of additional losses the following team has, and then dividing by 2.
Since the Brewers are 57-48 and the Cubs are 54-48, that gives the Brewers 3 addtional wins, but no fewer losses:
(3+0) / 2 = 1 1/2

that is because the brewers have played 3 more games then the cubs. with the loss column tied you take the number the brewres won (which is three) and divide it by two.

It is the average of the games behind in the win column and the loss column. The teams are even in the loss column and the Cubs are three games behind in the win column. The average between zero and three is one and a half.

Because it's based on the number of games played to date...Baseball terms you would say they are 1 1/2 games back and 3 games on the loss side.
I heard Chip Kary from the Atlanta Braves play by play explain it about 3 weeks ago.
Everyone plays 162 games....not everyone has played the same NUMBER OF GAMES to date...that's why you can have differences because of scheduling and rainout/makeup games.

It's just a bookkeeping method used for relative comparisons in the standings, but think of it this way: since there are two teams involved in every one game, the outcomes (win, lose) of any one game are "worth" one-half game to each team involved.
