I have been talking to a girl from college that I knew, only met her once briefly before... well she voluntarily gave me her number through Facebook, she said "oh yeah! if you ever want to give me a call you can!" That was on Thursday morning.. I asked her when I should call and she said "i would like for you to call me, you can call me anytime!" She sent me about 7 messages last week while I was on vacation, I replied back and since this weekend she only messaged me once
Is this a good sign? What do I say when I call?

Yes that's a good sign.
The number of messages is decreasing because your not calling.
Get on the phone dude!!
We can't tell you what to say, don't worry about it.
You know how women are on the phone, they won't shut up, so you don't have to worry about what to say, she will talk your ear off anyway.
